2 Hotfixes were released for each of these devices this morning to resolve issues with the device freezing in the SMS application and inconsistent behavior of the Caller ID.
See the below links for further details:

Tilt 2: http://www.htc.com/us/support/tilt-2-att/downloads/
PURE: http://www.htc.com/us/support/pure-att/downloads/

Have they made any headway on the Bluetooth stack problems?

"Have they made any headway on the Bluetooth stack problems?"
There likley wont be any changes here. They used the standard MS BT Stack (the free one that has been used for all of their devices for quite some time) and that doesnt have wide range support.

I keep getting an error saying the hotfix is not compatible with my device. Anyone have a suggestion? Do you find this valuable?

Which device do you have? The AT&T Tilt 2 or the AT&T PURE? Are you sure that you downloaded the right one for your model?

This seems to mean the hotfix has been applied already. Do you find this valuable?

"This seems to mean the hotfix has been applied already."
If the diagnostic says the hotfix is not compatible with your device, it means the hotfix you downloaded is not for your phone. The hotfix for the Pure and the Tilt2 are different. So you need the correct one for your device.

If the hotfix was already loaded it would tell you that, not say it was incompatible.

Between my experience and the HTC tech who assisted me, that is what it seems to mean, or at least ALSO means.

I installed it and watched it successfully complete but got that error on subsequent attempts. I talked to HTC support on the phone about a problem and when they re-attempted the install they got that error too.

So in my case it meant it was already installed. It may also mean incompatible for the reasons you give, but if you have an AT&T tilt 2 and you downloaded the right update then I would say to assume it was already installed.
