HTC Mogul GPS doesnt work

My old mogul's screen died. Had sprints protection plan got a refurb phone. On my old mogul the gps worked great, sprint family locator was always within 19yards when phone was inside, now the new phone gps doesnt work at all. I can be standing outside with a clear sky and it still cant find gps. Sprint family locator went down to an accuracy of 200yards up to 1.5 miles. I set it side by side with my touch pro 2, touch pro 2 gps works great. I have already updated my ROM everything else works fine. GPS is turned on... any suggestions as to what the issue could be? Do you find this valuable?
